The Estimate for Interest is on ac-
count of the large increase of the balance of assets
ever liabilitieswhich seems to justify an expectation
that there will be a much larger average cash balance
during the year.

As regards Land Sales, to which you
refer in paragraph 6, it is not possible to frame any-
thing like an accurate estimate of what will be derived
from this source. There was a land boom during last year
which practically commenced about the time the Estimates
for 1900, were under consideration, but as there were
indications that the sale of land might show a diminu-
tion during the current year, I considered it prudent
to make a cautious estimate, which may be exceeded.
In reply to paragraph 8 of your
Despatch and in explanation of the Estimate for "Miscel-
laneous Expenditure" during the year, I have the honour
to furnish you with the following remarks detailing the
reasons for the various changes.
